Property loan Scheme taken some changers

Now all Government Servents have big question about Property Loan, Yes last few days Sri lanka banking sector said banks stop property loan scheme but no more information.

Housing Development and Finance Corporation Bank taken action for stop provide property loan" this is the matter for above.
Now Public Administration and Home Affairs published circulars. This is mention Amendments to section 11 of chapter XXIV of Establishments code. 
this is related to Circular 8/2005, 8/2005(I) - 8/ 2005(V).


Government give three alternative solutions

  • Making arrangements to issue the balance of the loan from the Housing Development and Finance Corporation Bank to Public Officers who have obtained an advance of part of the property loan from the above Bank based on the same loan application already made.
  • Making arrangements to issue a loan through a joint account from the Housing Development and Finance Corporation Bank to the spouse who has not obtained a loan under the property loan scheme for Public officers to construct/ modify / to make additions/ complete the construction work of a house partly constructed in a land purchased by the other from a loan already obtained from the Housing Development and Finance Corporation Bank in case where both husband and wife are Public Officers.
  • Refraining from submitting applications for property loans by Public Officers to Housing Development and Finance Corporation Bank except under conditions,

Implementation Official Language Policy

Your attention is invited to Public Administration Circulars 7/2007 dated 28.05.2007 and 07/2007 (I) dated 29.08.2007 on the above subject.

Accordingly, a period of concession will be granted in the following manner to obtain proficiency in the other official language which should be satisfied within a period of five years by the officers who are recruited/ appointed to the Public Service/ Provincial Public Service from 01.07.2007 mentioned under (A) of first paragraph of Public Administration Circular 07/2007.

To provide a further concessionary period of two years, in addition to the five years period which has already been granted, to the officers who have been recruited/ appointed to the  Public Service from 01.07.2007 to 30.06.2010, to obtain the prescribed level of proficiency in the official language.

Further, provisions of paragraph 2 of Public Administration Circular 07/2007 and paragraph 03 of Public Administration Circular 07/2007 (I) are revised in the following manner.
I. To revise the term “deferment of increment” as “stoppage of increment”
